The WSQ – Community and Social Services (Senior Services)

The Community and Social Services (CSS) Workforce Skills Qualifications (WSQ) is a national Continuing Education & Training (CET) framework developed by the industry for the industry with strong support from the Ministry of Community Development, Youth and Sports (MCYS). The framework was launched on 20 October 2007 by Dr Vivian Balakrishnan, Minister for Community Development, Youth and Sports.
The CSS WSQ framework aims to professionalise the CSS workforce by incorporating the world’s best practices and providing career upgrading pathways that are based on the competency requirements of different job levels.
For the employee, the CSS WSQ
- provides the means by which your capabilities can be recognised by employers;
- shows you the training and skills you need;
- guides you in your career progression; and
- helps you to make a career switch to and across the nine CSS sub-sectors.

TSAO Foundation as a CET Centre
TSAO Foundation’s Hua Mei Training Academy (HMTA) is the first CET Centre identified by the Singapore Workforce Development Agency (WDA) for the CSS (Senior Services) sub-sector. It was set up in January 2008 with the aims to raise the professionalism and competency of the SS sub-sector through a structured training roadmap and the various skills upgrading certification and development programmes. These programmes target to enhance the skills profile of all the practitioners for the industry in order to support the national initiative in building a world-class workforce for Singapore.
Our Roles and Services as the Key CET Centre
As a key CET Centre, HMTA strives to
- upgrade and enhance the capabilities of the Healthcare Practitioners and management staff in the relevant industry;
- match trained and nationally-certified practitioners to meet manpower needs for the industry
CSS (Senior Services) WSQ Certification and Enhancement Services
HMTA’s primary mission is to provide quality continuing education and training through the WSQ framework, in support of the training needs of the CSS (Senior Services) to build up the sector’s skills profile.
The centre will, in general, play the role of a lead training provider to the industry and offer the support services to enhance the professionalism for contribution to business efficiency and effectiveness.
Career Guidance and Advisory Services
Together with its partners, HMTA will also provide career guidance for individuals seeking a career in the industry.
For those considering a career move from another industry or within the CSS industry, the centre will facilitate job placements for individuals trained under the CSS (Senior Services) WSQ framework, so that they can have gainful employment upon completion of training.
Individuals can also obtain information on issues like the current employment situation and job opportunities within the industry.
HMTA will have a team of professional career advisors who will guide potential jobseekers, plan a training programme and work together to bring these trained jobseekers and potential employers together.

Our Training Programmes
As the CSS (Senior Services) CET Centre, our training programmes are aligned to meet the national standards. The CSS (Senior Services) WSQ framework confers national recognition on the skills acquired through its qualifications. It complements the pre-employment training delivered through our national education system by focusing on job competencies (i.e. having the abilities to do the job well) that encompass employability, occupational and industry skills.
The CSS (Senior Services) WSQ framework details skills, knowledge and attitudes required for various occupations at every level in the industry. These competencies are developed by the Singapore Workforce Development Agency (WDA) and endorsed by employers, unions, industry associations and training providers in the CSS industry. It is also translated into training modules to enable a worker to develop the required competencies to do his/her job well.
WSQ benefits everyone, including individuals without academic qualifications. This is possible because WSQ recognises past training, work experience and current credentials in addition to academic achievements. TSAO Foundation’s Hua Mei Training Academy is pleased to offer the following qualification programmes:
- Certificate in Community and Social Services (Senior Services)
- Higher Certificate in Community and Social Services (Senior Services)
- Advanced Certificate in Community and Social Services (Senior Services)
- Professional Diploma in Community and Social Services (Senior Services)
The participant must complete the minimum number of core and elective modules in order to be awarded for a full certification at the respective levels. Alternatively, individuals may choose to learn certain module or a collection of modules relevant to personal or occupation needs. A WSQ Statement of Attainment (SOA) will be awarded upon the completion of each training module and passing the required assessments.
